Early campaign … The JP regular
eight Sanggguniang bayan members, federation presidents of
"Sangguniang-bayan” and “Sangguniang Kabataan" travelled recently to
Davao City to attend the national convention of the Philippine Councilors
League. Each of the delegate was said to have P20,000 allotment for
lodging/accommodation, food, land and air travel expenses. It has been reported
that the cost of this annual gathering of cities and towns councilors across
the nation was funded by the national government. The PCL was established in
1990 with "public service above self" as their organization’s
official motto. The current president, movie star and councilor of Paranaque
City Alma Moreno delivered the opening remarks and welcomed the 3,000
delegates. San Juan Rizal representative and its former mayor, son of former
president Joseph "Erap" Estrada and brother of Senator Jinggoy
Estrada (senate president pro-tempore ), Joseph Victor "JV" Ejercito who
was the keynote speaker during the welcome dinner last Tuesday, Feb 5 was
introduced by Davao City Mayor Sara Duterte-Carpio. Surprisingly, she endorsed
the candidacy for this mid-term May election of Ejercito before the 3,000 local
politicians. "His track records in San Juan speak of how he works. So, I
would like to personally endorse his candidacy to the senate. JV Ejercito,
based on a major survey conducted recently, ranks among the leading candidates
to make the top four. "Bahala nang ma-electioneering ako … hindi naman ako
tatakbo," Duterte said with her biggest smile ever!!! The crowd followed
with thunderous laughter!!!. Mayor Duterte-Carpio has been a public servant for
six years in Davao City. She was vice-mayor from 2007 to 2010 and mayor from
2010-13. Having been experienced in an unwanted limelight, she advised more
than 3,000 members of the PCL just to stay COOL. "Ang natutuhan ko po is
always keep your cool, huwag pong mag-init ang ulo. It’s a very important
lesson that I learned.” She became nationally and even Internationally famous
when she attacked and punched several times a court sheriff who did not listen
to her plea to allow her a grace time of two hours before the shanties’
demolition started at baranggay Kapitan Thomas Montaverde St Suliman, Agdao
district on June 21, 2011. The writ of demolition was issued by RTC II branch
16 presiding judge Emmanuel Carpio. Prior to demolition, Mayor Sara
Duterte-Carpio was attending to the needs of the flood victims. She is not
seeking re-election nor running for any position in this year's poll. (Inserts

Don't want to be branded as
"EPALS" in Mambulao? If you're one of those running for Sangguniang-bayan
in JP or any other elective offices in this May 16 local election, never show
that "PA- POGI" on Facebook or Twitter before the official campaign
season starts on March 30. The word "EPAL" might apply to you based
on how you say things in perspective about yourself. This was the advised of a
young voter who spoke with our local reporter in JP. Nice to remember the
"old-Mambulao lingo "HUH!” Perhaps, we can add this into it!!!
Simple political arithmetic in
JP. Our local reporter spoke with a former Jose Panganiban SB member and
current political supporter of "Padilla-Non tambalan", and he said
that: "Ang gusto ni Mayor Dong Padilla at Vice-Mayor Aye Non ay iisa at
buong administrasyon Sangguniang-bayan candidates ang magpatuloy ng mga proyektong-pangbayan.
Meaning, walang maiiwan at lahat ng walong kandidato sa konseho ay dapat
magkakasamang mananalo. Ang taong-bayan, una sa lahat ay umaasa sa patuloy na
progresso sa bayang Mambulao at once na may “maka-singngit" na hindi
ka-partido ... seguradong "mahabang usapan at delay ang bawat resolution
sa konseho-municipal … at tiyak itong darating. Being there before, I know the
consequences. Anything better than 8-to-0 shutout???” Abangan po natin ang
magiging resulta ng election.
A house is not a home ... Without
Mayor Dong around, Vice-Mayor Ariel "Aye" Non acting as mayor is
simply getting "loaded" every day; the longer the town’s executive
stays in Metro Manila on official errands, the pressure gets heavier. Our news
correspondent in Mambulao was told by a highly-reliable source that the mayor
is on a "fishing expedition" for the much-needed infrastructure
funding from his national political connections and friends. It is apparent
that the on-going projects not covered by the election ban need to be pursued and
the only way such thing could be done is through vigorous personal follow-up on
funds support and early funding releases. "It's FUN dito sa munisipyo
kapag narito si Mayor Dong … parang laging may PISTAHAN, one municipal employee
said. As soon as Mayor Dong Padilla shows up, the whole building seems to light
up … and the glow all over the place is for sure back, a smiling female
temporary worker said to our news reporter.
Next project: Baranggay Parang
bridge. As to who will assume the reconstruction and funding of Parang bridge
per report reaching MWBuzz remains the biggest question. Our local reporter was
told that it is the job of the DPWH-CN (provincial) and on the other hand,
someone said it should be the municipality of Jose Panganiban. Well, we will
get to you the right information on our next report. For now, it is good to
know of this development specially for Parang residents.
