THE proposed social
services program of the Mambulao government has been approved by the national
government and will be carried out through the Department Of Social Work and
Development (DSWD).
Costing P510,000, the
program will cover livelihood projects for the Kabihug (Indigenous People) community at
Baranggay Osmena, with a funding of P170,000; people with disabilities (PWD) –
P170,000; and Senior Citizens – P170,000.
The LGU said that there
are many Senior Citizens and those with disabilities would are still capable of
engaging in some income-generating projects.
“We would like to
harness their potentials in generating income for their families,” the LGU
said.
On the other hand, the
Kabihug community needs help in assimilating with the society and providing
their members with livelihood opportunities would give them self-confidence.
“We should remember that
they would be dealing with the Mambulaoan society in the course of conducting their
income-generating projects.”
The budget for these
initiatives comes under the “grassroot participatory budgeting process”
(grassroot budgeting) formerly known as “bottoms-up budgeting”.
The program is expected
to be carried out this year.
The grassroot budgeting
scheme was created under Circular No 4 jointly issued by the Department of
Budget & Management (DBM), Department of Interior & Local Government
(DILG), Department of social Welfare & Development and the National Poverty
Commission (NAPC).
The circular was issued
on Nov 20, 2013.
