Inebriated man virtually gives self to the people

NAGA CITY: An intoxicated 27-year-old man who entered the police compound here at past midnight recently virtually turned himself in to the custody of the Philippine National Police for a graver crime other than alarm scandal, a police officer said.

PO1 William Quiniano, desk officer, instead of charging a certain Franco Segovia, of Pili, Camarines Sur, for alarm scandal, the police is now gathering further evidence for  possible violation of the anti-illegal drugs law or RA 9165.

Quiniano said that Segovia suddenly appeared at PNP compound here at J. Barlin St, interacted with police officers at the central police station, kissed their hands and then became unruly.

He said the police officers were first amused thinking Segovia maybe a relative of one of them as was the custom of kissing hands of the elderly but when he started yelling without provocation the police officers ordered his arrest.

As a matter of procedure, the police frisked Segovia before he was detained which revealed he was also in possession of marijuana placed in a plastic sachet and paraphernalia for the use of illegal drug “shabu”.

Behind bars, Segovia cannot remember anything of what happened inside the PNP compound but recalled he had been in a drinking binge the whole day with three other companions.

He said he was looking for his friends whom he thought were inside the police office here.

Told that the police found in his possession marijuana and drug paraphernalia, Segovia claimed the police placed them inside his pocket and he did not know because he was so drunk.

Quiniano said Segovia breached the compound when the police-on-duty at the gate went to the public community relations office.

He said the police-on-duty is now being ordered to explain the breach of security in the PNP compound here. – Bicol Mail
