DPWH exec’s son tagged as contractor in his district office



 
LEGAZPI CITY: A controversial district engineer in Albay has admitted that his son was contractor for a project being implemented by his office from the pork barrel of Sen Pia Cayetano.

Albay 2nd district engineer Walter Lubiano came under fire earlier after radio station DZRC reported that one Engr Rico was allegedly fleeced of P70,000 in exchange for his appointment to Engineer II from being a mere job order employee.

But according to Greg Reverente, who hosts the program “Birador” that exposed Rico’s plight, the P70,000 cash was returned after Lubiano reportedly failed to convince another official to include Rico’s name in the appointments for Engineer II.

Last month, DPWH Regional Director Danilo Dequito issued a memorandum enjoining fellow employees to expose those inside the office who have been reportedly fleecing money from employees seeking permanent plantilla positions.

Last Monday, barangay officials complained about abandoned Daycare Center projects funded from the pork barrel of Sen Pia Cayetano. 

DPWH records show six Daycare multi-purpose projects at P500,000 each were awarded to Emiram Construction.

According to radioman Carlos Llaso’s report over DWZR recently, Lubiano’s son Chino was the alleged contractor complained of by the barangay officials and that the district engineer had allegedly admitted during the interview that his son was merely doing a sideline job. 

In his text messages, Lubiano branded his alleged admission and the extortion case implicating his office as black propaganda to destroy his name.

Lubiano said it was Councilor Mabel Tan of Daraga who is the contractor, saying she had personally lobbied the projects from Congressman Al Francis Bichara.

Sources said Rep Al Francis Bichara is already getting affected by the negative publicity being attributed to the district engineer who is responsible for projects in his district. – Bicol Mail
