DENR to step up solid waste management campaign in Bicol

LEGAZPI CITY: Waste from household, private and public industries remains to be an ecological problem in Bicol after a study by the Department of Environment and Natural Resources (DENR) here disclosed that the region produces 559,180 metric tons of garbage a year while only 34 local government units are complying with the proper waste disposal system.

DENR regional executive director Joselin Marcus Fragada, responding to this ecological problem besetting the region, has reiterated his order to the EMB to intensify its campaign against violators of the Solid Waste Management (SWM) Act or RA 9003 and implement the “Three-Strike-Policy” on local government units that fail to comply with the SWM law.

The EMB study indicates that Bicol produces 1,532 tons of waste a day which is equivalent to 19 percent of 8,000 tons of garbage produced in Metro Manila or five percent of the 30,000 tons of garbage produced nationwide.

The provinces of Camarines Sur produces 508 tons of waste per day, followed by Albay with 356 tons/day; Masbate with 231 tont/day; Sorsogon – 213 tons/day; Camarines Norte – 154 tons/day and Catanduanes with 70 tons /day.

The study said improper waste disposal would indeed give a serious environmental impact by way of contamination to the region's ground waters and land pollution and cause depletion to the ozone layer, triggering global warming.

The study also showed that of the 114 towns and cities in Bicol, only 30 per cent or 34 towns are compliant with the mandated law.

Fragada said that the department understands that small municipalities lack funds to establish their sanitary land fill (SLF), nevertheless it continues to provide technical assistance to them on alternative means of implementing eco-waste management.

DENR records show that there are five erring local governments: San Fernando, Mandaon, and Palanas in Masbate and Bacacay and Daraga in Albay. 

These LGUs were already serves with the final notice but failed to comply with the mandated act.
Based on EMB records, 79 LGUs in Bicol were issued with the first strike notice for non-compliance with Section 37 of RA 9003. – PNA

  1. Thanks for the post....Yes sir, waste management is the responsibility of town local bodies (ULBs) and they are accountable almost entirely for inappropriate waste management. People' can be targeted when ULBs can build required infrastructure and systems. Here, lack of knowledge about these problems among decision makers is a reason. Environment Research
